    Hello
    First please forgive my bad english
    My question is-why it is not possible to recruit italic general/client ruler in Patavium with the IV Ttype governement? There is only the celtic one disponible. I am playing Romani and Patavium is a city where it will possible to recruit polybian troops (after reforms-I type governement). Is this a bug? How can I solve it? How make the italic general recruitable for Romani in Patavium?
