That's because they're available if you build nomadism, and you can build nomadism everywhere. You'll notice the same thing for the Saka Riders and such.
This is only for the nomadic factions, though. Settled factions, of course, have a much more narrow recruitment area.
Fear not, nomads like to migrate to other parts of the world, so their warriors are recruitable everywhere.
The earth after all is a BIG Type I homeland region for the horsemen.......

Though it'd be a bit funny to raise huge armies of horse-archers in the Alps. Or in Scotland. The climate/terrain doesn't really seem suited, to say the least.
I am pretty sure you cannot institute nomadism everywhere. Remember that the RV only looks at the availability code: it does not check whether you can build the government required for that MIC level.

Ludens is right. Nomadism is only available in the european and asian steppe provinces, so are the horse archers and riders.
Some of the heavier cavalry can be recruited everywhere, I think they come from the Kings Herds building.
Yeah... i think you are talking about the Saka Early Noble Cav... available though Pastiotism...
But, i was just reseaching a bit before starting on the feared Saka campaign.... its not that hard at all, when you have completed both Sauro and Pahlava...
