The map should still be vaguely important right? Since we can only take provinces/declare war on people we are neighbours with or are prepared to fight over oceans for? Why not divide the oceans into grids too, and make provinces that are 2 or more sea zones away cost more to take initially, but once colonised, you can spread much more easily. The acutaly number i cannot suggest, nor the extent of this 'baggaging'
