I can't imagine why NOTW doesn't allow night talking.

No talk at night it a mistake, it doesn't promote talking about the lynch results. Once the night is over, people are not reacting to the lynch anymore, they are talking about the nightkills (or about dropped items, in NOTW). We've seen interesting discussions at nights in most games, this here isn't a good example, and we've just started.

I'm not advocating disallowing night talk, I'm just observing that all of the night talk so far has been spam.
