I say your internet cache is lowered somehow. Rebooting which deletes the cache content so that space is freed explains something, I think.
I'd try fiddling with Adobe Flash Player Settings Manager (google it, you'll get a webpage which affects your Flash Player settings) as well as increasing the cache level from the options panel of the browser you're using.

Just watched your video of your video problems. My first suspect is your video drivers. Try uninstalling them and reinstalling the latest version. My thinking is as follows: Most modern video chipsets do acceleration of Flash, and YouTube is Flash-based (the videos are actually contained in .flv files, but I dunno if we need to get into that).
So really, a two parter: Go to Control Panels/Add or Remove Programs (or in Win7 Uninstall a Program) and get rid of your Flash player. Then re-install Flash from here.
Next up, identify your video chipset. If you don't know how to do that, let us know. Then grab the absolute minty-freshest version of the chipset drivers and re-install.
This should fix your problem.
