pahlava bug with client rulers

Hi, I am new to the forum, but I could not find a thread with a similar question.
If it exist could you direct me to it.

I have a problem in my Pahlava campaign. I built Client Kingdoms in certain regions like Syria, Phoinike, Ioudaia, but I cannot hire any generals to govern them. They are just not in the recruitment bar...

Is it supposed to be like that?
Is it a bug or I have to re-install the game?

Unfortunately especially in Arabia you have no chance to add them.
You have to do it yourself. It needs time consuming modding of EDB file.
I was so lazy to do it so I simply exported general from mesopotamia or syria where you can recruit generals.

What is the right path to get lvl4 govs for nomads? As i am not able to get any client rulers so far in India or Kophen or the northern steppes as Parthia...

destroy any gov type after conquest, build military pacification, than build parthian vassal kingdom after that you can recruit generals .

Yup, that's exactly what i did, but no client rulers recruitable...

if there is no puppet just import them. As far as I know or remember there is only one city in India you can recruit generals but I forgot which one.
They cost more than 1000 mnai per turn so I hate them I hate them.....
