i was just considering something lately wouldn´t it make more sence for the steppes to be 1 single province with alot of forts scatered all over

if one could atribute x amount of mnai for every fort hold in the steps and make the province capital unconquerable it would probably represent the steppes way of life better

also nice greek cities like olbia or tanais would/could still be kept just without a large province attached to it

if for instance it was possible for a faction to start without a capital or any city just steppes forts the upkeep could/should be modable into just 1/4 of a regular faction upkeep and ofc governing expenditure removed from the finances

also the forts would also have to be moded so they look like a steppe camp without walls

just something i considered to allow for more provinces where they matter (yeap you´re right in the seulekids heartland)
