its also a valuable export.
I understand these (excellent) points, but my question is really about what to build in the stone-rich province itself. The reduced cost of buildings doesn't translate to other provinces, and yet I can't think of a good reason to build expensive buildings in the province with stone.
If its the Chosokabe one_nothing :)
After you upgrade the resource and build roads it just has no use. Maybe put a 1st level market there?

Depends what clan. The Chosokabe province that has stone in it, it's with a port, but at the same time I suggest you build a market in it and upgrade it, place a metsuke inside, upgrade your farm, road and port and make sure you reap the rewards. After the market you build whatever you wish in it, perhaps a Yari Drill Yard with a Buddhist Temple.

Making any resource producing city a center for commerce (market+sake den) is not a bad idea, but I'd rather go all out with troop production if you have nothing better like blacksmith. For example I make Iron producing cities troop recruitment centers with barracks to further reduce the cost of troops. Following that logic you should build most expensive buildings to a province with stone.
