That's hard, of course.
In case you get the S2R+.pack file ready to copy/paiste, then you need to find this
C:\Program Files (x86)\Steam\SteamApps\common\total war shogun 2\data
The red part is an example, it might call slightly different in your system. Everything else should be the exact path also for your system.
Put the S2R+.pack file into this data folder, and ready. Start the game as usually.
Same goes for compatible additional mods, most S2 mods use the so-called movie format which means they work instantly if added to the data folder.
Edit: ... and it doesn't damage your original game files, just uninstall any of such mod files (if you do not like them) with deleting the added file from the data folder, but only them, not touch any of the original data files (so you always should know exactly, which are modfiles, and which not).

Try this.
Create new folder on desktop; save the download to this folder (New Folder)
Inside the folder on desktop create a new folder; direct whatever unpacker you use to unzip into New Folder 2
Inside New Folder 2 is a readme and a .pack file; right click the .pack => copy; open Steam folder => open
SteamApps folder=> open common folder => open total war shogun 2 folder => open data folder => right click somewhere clear and select paste.
This is under WinXP btw

Yes look at Hop's post as well ... while terms like "unpack", "unzip", "unrar", "decompress", "extract" all mean the same here. Just in case you read them somewhere in future.

I'll try,see whats comes out of it.
Did you find the data folder of Shogun 2 ?
If so, try the following:
When you have dl'ed the .zip file, paiste that into the data folder, then right-click it there, and do "Extract Here" (with the 7zip or Winzip application which is listed in the context menu via right-click).
Afterwards you have the S2R+ folder in the data folder.
Now simply open this folder,
copy (or cut) the S2R+.pack,
close the folder,
and back to the data folder,
paiste the .pack file.,
it is now in the data folder.
You can start the game as usually. Install is ready.
(If you want, you can then remove or move the S2R+ folder out of the data folder, it makes no sense to have the folder there, just store it away to a location outside of the Steam folder).
