Homeland Revolt

The title say it all:

Is it pausible to make an enemy's homeland revolt to the slave faction?

Ive tried making Ektabana revolt from the Arche Seleukia in my Parthia spy-extraodinare campaign but it never revolts :)

'twas a while since I played RTW/EB but I do remember there being a glitch of some sort, in which the spies do 'lower' public order (the actual numbers on the screen) while at the same time actually increasing public order.

Its the AI cheating with the Puplic order, but i have all my expert spies in Ektabana and the public order is 30% and it has been rioting for 5 turns now xD... gawd Y U NO REVOLT...

I know in M2 capitals can revolt, it haven't all the time in 6.2 Stainless Steel.

Have you added massive amounts of population to Ekbatana? add_population console command? That tends to work, throw 40,000 people in there and hopefully it'll revolt. Assassins sabotaging should help too, smash all public order buildings.
