I believe this has been addressed.
As in EBI the edge of the Mauryan Empire will be there, with very strong garissons to represent this and hopefully cool regional units to recruit after their conquest. some posters were suggesting a spawn Eleutheroi stack after taking one of these cities, a sort of way to represent the Mauryans not just simply taking loss of land in stride. I'd think that would be pretty cool, a way to 'cheat' the faction limit for this specific instance.

afaik it was confirmed that they would not be a full faction, due to territory and culture slot limitations.

Yeah, it seems that the team has a "rule" or strong preference to represent the entire extent of a playable faction's domain at the start date. Since the Mauryan Empire would stretch off the map, that is one reason not to make them an actual faction. And since the province limit is already maxed, extending the map isn't a viable option. Another reason is that the culture slots are at their limit (though some like myself would argue that some reshuffling of cultural categories wouldn't be so bad :P) and an Indian faction would really need its own culture.
i like the eleutheroi representations anyway, it works. they, like a true ethiopian/meroe faction would need an entire culture dedicated to them.
Okay thanks guys, I had jus forgotten if it had been adressed. I think the Eleutheroi thing would be a good idea. I also understand the whole off the map thing, that makes a lot of sense,
