Questions on the Spartan Agoge

One thing i've noticed about Macedonians attending the spartan agoge is that they tend to pick op the trait "Stunningly incompitent"

IIRC "Stunningly incompetent" just means they are in a city whose government is not compatible with their ethnicity-trait (say, Athenians and the KH type I government (Agoge)). The trait will disappear after they spend a turn somewhere else.

Sparta was a Makedonian Satrapri... and the trait didnt change, even after 10 years in Thessaly...

I always use it for roleplaying purposes but I don't really notice that much improvement in my FMs, maybe I'm using them incorrectly? Who knows?
