aw pity, give em a ring and be prepared I bet there is leeway in these things they just dont want to advertise cos then everyone will want it.

It cannot hurt to try to call them and speak to them. Be ready to explain your case -emphasizing outside forces outside of your control preventing you from accepting - and why you want to go to UW and what an awesome school it is (shudder) (reiterate whatever you said when you applied) and why you would greatly appreciate the opportunity to show your commitment, etc. And be sure you speak to someone with authority, not secretaries or the like.
There is cause for hope - if you fight for it.

If you end up not making it into the University of Washington, which I hope you do, you can always go to another school for a year and then transfer.
I'll be calling them later today, when the offices open. If I cannot go to this one, I will have to go to the community college for a while and then stick to a school in the state after that...they are forced to take the credits.
