I believe the guideline in the Citadel is anything with no new posts in the last two months is considered dead. I don't think it's an exact rule though, and I'm not sure if the same guideline applies for the whole Org.
Generally moderator policy varies greatly across forums due to the high degree of autonomy we are often provided - the basic forum rules must be used as a guide for all actions, but a lot of things are not actually mentioned in the document, including thread bumping. These are the areas we can be flexible in and choose our own stances. There would probably be advantages to a more extensive set of rules and higher levels of consistency, although, as a member of a moderation team, I like running things my own way (to an extent).
If I had to say when I would consider a thread to be past the point of just continuing the conversation as normal, I would say either after it was no longer on the first page and/or was over two weeks - three weeks old. As long as the input were constructive, I would tolerate it though, regardless of it not being how I personally would behave. Obviously a different stance may be/is being taken elsewhere.

Personally, I feel that reviving any thread that's been inactive for more than 3 months or so usually qualifies as necromancy, and definitely if it's been more than 6 months. This is especially true if (as Omanes pointed out) a person posts something inane like "great thread!" -- if you're going to revive an older thread, then you should be making a substantive contribution to it.

Thanks to Martok and Omanes for replies giving the Moderators viewpoint. Personally I would agree that anything unposted for say 3 months can be regarded as dead. As for "bumping", well it happens and every thread can't be stickied, but it probably is open to abuse. I would however argue, notwithstanding a certain degree of autonomy for mods and recognising that there can be exceptional cases either way, that this is an area where a greater degree of transparency and consistency of policy would be appropriate.

I support it if it is needed, but too many times recently a certain member has been resurrecting 2-3 year old threads for no reason.
I take the approach of: If in doubt, contact the local moderator with the thread and your suggested post.
No worries, man; ask away. We try to keep the FAQ thread as uncluttered as possible, though, so you should probably start a separate thread for most questions.

Hello! I couldn't find anything in the FAQ about when you are given access to the Backroom. I'm able to enter the backroom but I can't see any threads there (there's just a message saying "There are no posts in this forum."). Could anyone enlighten me? :)

It used to be there without clicking anything for a while but now it only appears when you click "Reply to thread".

There is a setting that I believe would put the reply box down there without requiring a button to be clicked first, however doing so prevents the forum from knowing which post is being replied to, which makes the threaded and hybrid display modes hard to read. AFAIK, no one has ever changed that setting since Tosa passed away, which means it has been in its current state for at least 16 months, almost certainly longer. If you have reason to believe that the static quick reply box has been visible more recently than that, please do say so.

Well I know it was there recently but I don't know exactly when the change was made. Sometimes in a thread you just need to make a post without replying to anyone. Since it was there at one point I am just wondering if it ill be back there or not.
You can access the non-post-specific reply box by clicking the + Reply to Thread button, which is located at both the very top and bottom of every thread, on the left side.
