Question What are the steps to obtain the Saka Reforms???

Good Night to everybody! I am playing currently a new campaign with the Saka (M/M). This is a very great change because I have always played the hellenic factions and SPQR. In consequence, I am a rookie with nomad factions. After a very difficult beginning, I began a migration from my homeland to the southwest, conquering (in this order): Chach, Baktra, Alexandreia Eschate, Marakanda, Kophen (with this conquest I destroyed the Bactrians) and Antiocheia Margiana. I have never played as the Sakas, and I would like to know how can I obtain the reforms, in order to have access to indo-greek units. I was consulting the guide of Korlon "Saka Rauka Gameplay Guide" but, I didn't understand well the ways to obtain the reforms. What is the order of bulding in the settlements? Please Help me! I would be very grateful to you. Thanks a lot!

    From FAQ

    Saka: 1
You must hold Baktra, Marakanda, Alexandreia Eschate, Antiocheia Margiane, Alexandria Ariana or Taksashila for 4 consecutive winters.
I'm guessing you just need to hold these cities (or one of these cities?) for 4 consecutive winters...so 16 turns.

One of those cities. It's a very easy reform to get, the OP may have gotten it already without noticing. The Indo-Greek units require an allied government and regional barracks in specific provinces, though. Check with the recruitment viewer.

Thanks. I have reached the reforms. Now the question is how to build the regional barracks? In Baktra I didn't have any problem with it. However, in Alexandreia Eschate, I didn't have the option to build an allied government. It has to be with the size of the settlement (a city versus a town)? or it is an independent factor? In Baktra I build the second level of regional barracks and I am sieging Prophtasia. The seleucids are strong and they aren't in war only against the ptolemaioi, the sabeans, pontics and me.What strategy can you advise for the development of this campaign? Thanks a lot!

The Allied gov requires the Indigenous Settlements building.
