If your new FM are not given sharp/charismatic/vigerous line as a plebian then what ? I always have one missing. i have managed to buy a general with this but he has not picked up the popular trait - is this an option.

If you don't get a reformer, you can still wait for 90 provinces (or change the script, search the forum for that, there must be dozens of threads about this topic).Originally Posted by Captain Pugwash
