Ohh so that was the question. The map is modable to great extents so you don't need Kingdoms for that.
For one thing, EB2 will have permanent stone forts, a feature only available with Kingdoms.

Ahh-- this talk about why Kingdoms was used for EB2 leaves me a little dizzy. Ok, here's my say: if bobbin says that KingdomsTW is the best available vehicle for EB2, then it must be right. But one thing more I have to say--if you like what's offered [EB2 on Kingdoms], then take it; but if you tested it and it doesn't please you, then leave it. Take it or leave it. I know Newstone's question was mostly innocent curiosity about the big why, and I suppose the answers satisfied him. Good hunting, guys, in whatever TotalWar mod/s you got: the main point is, ENJOY whatever you have. Hawooh.

Kingdoms has especially one revolutionary improvement over vanilla M2TW: a measure of control over your AI-commanded reinforcements (the feature I miss most in any of the games that don't have it).
