Game says "Failed to Find Steam" on Load

Hello, i have a problem. When I try to run the game, it says "Failed to find Steam" even though I have steam installed.
I believe that I have correctly installed it, and followed the guide posted here.

It's even in my steam folder!

Please help, I'd really like to play this.

I don't use Steam to run RTW, but there are two other guides.

Did you select the right .exe to modify? It has to be Rome-TW, not Rome-Gold, BI or Alex...
