There's never really been any restrictions, put a thread in the GAH, and Pizza or Chatoix will surely tell you if there is an issue.

You can make a thread in the Gameroom Assembly to try and draw interest before you are ready to host.
When you feel that you're ready, just shoot ATPG or me a PM to get our attention and we'll move it to the Gameroom and give you the go-ahead to start.

Well, since there is not much going on let me, TheLastDays, put in a Small Game after Andres', although I still need to work on that and it's still Untitled so if someone else wants to go after Andres I might give up the spot.
