Can I recruit a unit of Ioudaioi Taxeis in Hierosolyma in addition to a unit of Sphendonetai in Memphis? (I can't seem to find if the limit was 1 per turn or 1 per city per turn.) If I can't, I'd like the Ioudaioi Taxeis first.
