why are tribal people (Gaul, britain and germania) so weak when it comes to warfare?

If you are referring to an AI-led Gallic faction....then no. The AI does not know how to use Gallic units to the best advantage, and they do not auto-resolve very well with the infantry-heavy Romans.

If you are referring to a player-led Gaul...then yes. You have one of the best archer units in the game (Forester Warband), decent cavalry, and good heavy infantry. Using snow and forest bonuses, you can decimate even post-Marian Roman armies.
