This basically answers all my questions, but well i wish something could be done in those other cities where no reformed government can be stablished it sucks to leave those just to stagnate. Thanks guys for all your answers.

yeah it sucks a bit, but think of it as outlying provinces the great pahlavan empire ignores while it expands it's infrastructure in it's new homeland.

Ok, actually i kind of abuse this thread, as i don't answer to the original poster....but as it attracts the parthian specialists in this forum, i also have a question concerning the parthian VC's.
I think i achieved them with my empire, but the victory screen didn't show up so farI have every town required, at least after the VC's from my faction leader...which differ from those in the faction button, but i thought the ones of my faction leader are the right ones....or does to outlast the Hayasdan and AS mean that i have to destroy them completely? So what am i doing wrong....?

Yes you have to destroy those factions to achieve victory...
