    Default Frustrated with Parthian reforms

    Sorry to bother again guys, but i really need help with the pahlavan reforms i have read the reform guide a few tiems and i really dont know what im doing and the reason im frustrated is because i can't build the reformed government in my starting towns and some others where it should be able, and in some towns i can get the reformed settlement but not the settled aristocracy. I have all the needed buildings and even in one settlement i got the reformed government when i was missing the large nomad market i dont know if theres some problem with my game or something, but any suggestions or help would be welcomed. Its really frustrating to have those stagnated towns because i cant get to build any schools or other important buildings that can help in the development of those towns, thanks for your time and once again sorry for my new post.

    Iirc only certain hellenic/persian cities can get the reform, so the starting ones shouldn't be able to...

    That seems understandable
    kinda sucks because well i feel the towns with no reforms have no useful buildings after some time, but oh well at least i was able to reform a lot of useful cities like Seleukeia and Babylon, thanks!

    The area in whic you can establish reformed governments corresponds with that of modern Iran and Iraq. They can not be implemented in Paropamisadai, the two starting provinces, and oddly enough, Baktria and Syria.

    This basically answers all my questions, but well i wish something could be done in those other cities where no reformed government can be stablished it sucks to leave those just to stagnate. Thanks guys for all your answers.

    yeah it sucks a bit, but think of it as outlying provinces the great pahlavan empire ignores while it expands it's infrastructure in it's new homeland.

    Ok, actually i kind of abuse this thread, as i don't answer to the original poster....but as it attracts the parthian specialists in this forum, i also have a question concerning the parthian VC's.



    I think i achieved them with my empire, but the victory screen didn't show up so far I have every town required, at least after the VC's from my faction leader...which differ from those in the faction button, but i thought the ones of my faction leader are the right ones....or does to outlast the Hayasdan and AS mean that i have to destroy them completely? So what am i doing wrong....?

    Yes you have to destroy those factions to achieve victory...

    Well put it this way, for the Phalava to claim the rightful sovereignty they must get rid of the persian satrap descendants and the new hellenic rulers :P

    Good point, but in my case parthian political realism uses this scum as a buffer against Carthage and the Sauros....but well this has to find an end now

    I think u are missing some settlements in the steppes, u need to take some of the sauromatae cities, also like arjos said u need to destroy the seleukids and hayasdan, im also almost done with my campaign oh damn, it has been a frustrating one gotta hate those 3 unit armies the ptolemaioi and seleukids send to wander around and try to siege random settlements, good luck with ur campaign though.
