@Nightbringer I checked your previous save out. It seems to me that your settlements lack the necessary population levels to get the docks? You need Large Town level or equivalent minimum, if I read the building browser correctly.\

I took a look and I guess they require a large town to build. Been a while since I played early ss 6.4 I guess. And I'm pretty sure that town is enough in all other mods I've played.
