    I really hope Kyrene isn't in, they didn't even have internal stability to embark in any expedition...
    The whole area throughout history needed a permanent semi-independent military government...
    Now this wasn't as much a bad thing, the Ptoleis turned it into a "second Alexandria", a great cultural center, but that was it...
