It's Louis' Carthesian way of telling us what Fragony already stated so convincingly: certain things are true simply because (1) they can't be seen, (2) no one talks about them, and (3) inhabitants put out stuff on balconies.
I suggest that from now on we call this law of rhetoric Fragony's razor.
