I have not played with Baktrians much. If you cannot build gov4 in India, it should be one of your homeland regions. Homeland regions for faction are fixed / arranged in campaign script not EBBS you should mod it. On the other hand, with other factions as fars as I remember only one of the Indian provinces allows mercenary generals. To overcome this you need last missing generals fix.

I'm playing a Baktrian campaign atm and I can recruit gen/gov in Taksashila, Opiana still has a military gov will be able to see if I can recruit there too later on...
Edit: I can recruit there too :)

Taksashila is a Homeland province but I wanted gov4 in Opiana and Patala but I cant recruit a client ruler in either one. I thought I saw a mod that fixed this at one time but maybe not. Any help would be appreciated

You'll need highest level regional mic (barracks).
Not since 1.2. now you only need a lvl 4 gov to train client rulers/generals, but afaik there is no Indian General thus you can't recruit Client rulers in patala(as they lack the Hellenic/eastern General) same situation as in Arabia.
here is a mod for alex.exe but I think it can be modified to work with BI or RTW.exe aswell.
