Eugenics are scary, and though I certainly don't agree with Fragony's proposal for forced sterilisation, it's a public secret that the mentally retarded (that's an IQ below 70, IIRC) are discouraged from procreating.

I'm all in favour of punishing maladjusted scumbags, regardless of color, under the full extent of the law for anti-social offences. However I don't see why we should punish them more severely if they happen to be, you know, incredibly stupid. It's not as if highly intelligent repeat offenders are more desirable. And giving courts the authority to bar someone from getting kids may be a cure that's worse than the ailment.
