Basically it's a running joke about how bland she is, hence "Is she funny or something?" (ie not attractive).None of the Bluths with the exception of George Michael can remember Ann's name. In the Year Book she is listed as "Not Pictured" under her photograph, although they did print a retraction in the spring supplement.[18][19] Michael refers to her variously (and always accidentally) as "Bland," "Egg," "Annabel," "Yam," "Plant," "Plain," and "Ann Hog." He once abandons her in Mexico accidentally.[21] Maeby takes pleasure in referring to Ann as "Bland".[22] George Michael tells Maeby that Ann is "not bland" when forced to defend his love interest.[22]

I watched Arrested Development when it originally aired on Fox, and I made sure I didn't miss an episode. The writing was all over the wall when the final 2 episodes of the 3rd season aired during the Winter Olympics opening ceremony.
I was completely shocked and excited to hear about this news, needless to say. As someone who as followed it since the beginning, this is actually one of best pieces of news I have heard all year. Imo, it is in the top 5 shows of 2000-2010 and perhaps somewhere up the all time greatest list.
Gotta watch it from the beginning, because the hidden jokes come up, again and again, and again. Which is why it is so great.
