Have you thought about hiring a CPA or an attorney to write them on your behalf? From what I've seen, they can be quite a pain in the ass, but if you get the right person to call/write, the matter usually gets resolved. The IRS is owes me 8500 for my first-time homebuye tax credit, I bought the home in a non-traditional manner, and me not having a HUD Settlement to them is like trying to teach a chicken a magic trick: they just don't get it. And boy, am I having to fight to prove I bought/own this house.
