Trieremioliai - availability

in former KH Campaign i build so quick i could the enormous military port in Rhodos to get these fine Trieremioliai. ..but saw afterwards that in huge conquered cities like Capua - these fleets are also available. (first i thought as a rhodian invention they are only available in Rhodos)

in my new campaign i would rather use the already developed infrastructure in Ambrakia to build these expensive Military ports - but dont know if the Trieremioliai are then available there with the biggest Military port.?

would be happy for information where i can build these ships (my main concern is Ambrakia) - or in the end maybe: are they available everywhere with the enormous military port?
