How do I replenish ships?

I've sailed them to a milatery port but nothing happens.

Ships are not replenishing in the same fashion as troops, but rather one must repair them in the exact same way one repairs buildings. You only have the option after anchoring your damaged fleet into a port, the level of development of said port is of no importance.
