    As I'm mainly a Gallic (and more specifically, Arvernian :p) player, and this happened in every single Gallic campaign I played on BI no matter what I did, I got tired of BI which I otherwise considered superior to the RTW exe. That's why I got ALX.exe, which I consider superior to both. If I hadn't had it, though, I would probably play RTW exe, as dealing with such a nonsensical annoyance every turn makes the other benefits not worth it. If you already have BI you can try it out, of course. If this doesn't happen to you too, then I think you'll find BI superior.

    This is bad news to me. I wanted to do an Arverni campaign next but I seriously don't want to go back to RTW.exe. If this happens I might just FD them into a protectorate. At that point I'll just RP it as an alliance that'll break later, when it makes sense.

    No BI, no submods, which is what makes this so surprising. I know this happens more frequently with BI, so I would have mentioned that. But I'm still on good, old RTW.

    is there a submod or other getup that sets AI faction goals? that would definitely do it on RTW.

    There is the Victory Conditions mod that makes the AI prioritise the regions they need for victory in conquest. Somehow...
