The short and simple answer is that in order to be able to run a forum you must first have experience running a forum. If you need to ask other people for help you are definitely not ready yet: you need to be able to everything yourself, figure everything out and fix every little issue you encounter through understanding of the whole system. You cannot rely on people doing that for you, for free, and you cannot assume that even if you do pay them handsomely they will have everything covered (unless you are willing to accept the risk of all your money going up in smoke or going legal when something inevitably does bring it all down).
