Passive mobs spawn VERY slowly, but they do spawn. However, they will only spawn if the passive mob cap is not maxed out, and passive mobs do not despawn. That's why the animals don't seem to change in an area under normal conditions. If you're not killing them, nothing new is spawning. Thus, if an area doesn't have any horses it never will have any horses unless you kill off the existing passive mobs to make room for new spawns. However, even then horses spawn at a much lower rate than anything else, so it will take a long time.
I will do so if there's there's some kind of bug with the server that's preventing them from spawning. However, if it's simply because they are very rare and hard to get, then I think it should be appropriately difficult to get them.
Because I'm based in a jungle I now have about 2 dozen wild cats around one of my treehouses.
I have been clearing the undergrowth and they are so easy to see now.

If I want my little ponies in sparkling gemstone armour I can play creative. Actually after putting it that way, I think super rare is a good thing. ;)
I have started putting a fence around the plains north of my castle. I am however leaving for the Mediterranean today and won't be online the next week or so. If anyone wants in on the project they could continue fencing it in. It should be devoid of life already.

Ok, I spent several hours lighting a huge plains area outside my lair. Must have used about 40 stacks of torches. I also slaughtered everything within a massive radius of the place, but even after hours of waiting nothing new spawned at all, let alone horses. In an attempt to figure out what was going wrong, I used admin powers to teleport myself to a remote plains island. I killed everything on the island and there were no other nearby islands which should have been interfering with the spawns, but nothing would spawn there either. I've checked all settings and plugins and I cannot find anything that would be preventing horses from spawning. Maybe they can spawn in the world as we have it, but if I can't get one to spawn after hours of work then even if it is possible it's way too hard. As such, I have used creative mode to solve the problem...
I have teleported myself around the world and spawned about 20 herds of horses. Each herd is about 6-10 in size, and they are all on planes biomes. None are close to existing structures. So, go out on an expedition to explore the world and you might be able to find them now. If you don't, keep looking; they are out there!
Would anybody know if name tags can be acquired on this server? As it stands they can only be found in dungeons, but I'm not sure if dungeon chest contents are generated with the world, or only when you open them. If the former, I'd imagine we're out of luck.
As of now, no they cannot. As you pointed out, they can only be obtained from dungeon chests and all dungeon chests in the world already exist with their contents already selected by a previous version of Minecraft. In order to add name tags we would need to make the world larger, regenerate parts of the world, or get a custom crafting recipe to make them craftable.
Yes, but I had another idea this morning. I could install a multiworld plugin to enable us to travel between Minecraft 'worlds.' I could then create a second normal world that is smaller, perhaps with a radius of 2000. That world would be generated under current Minecraft standards, and thus everything could be found there, including name tags. The world would ONLY be for mining/obtaining resources, not for building structures. Every time the game introduced new items that could not be found in our main world, I would delete and recreate the 'Mineworld' so that the new items were available there.
That would certainly take care of one of the most annoying parts of updates.

Yep. An entire world to completely exploit without any concerns or regrets. The only caveat would be that since it would exist to be wiped and reset, nothing should be constructed there that anyone cares about losing. I'd recommend some kind of central mining/living structure just for convenience, but nothing so elaborate that it couldn't be rebuilt in an hour after a wipe.
Yeah, mining camps with creeper defences. At least creepers aren't destroying terrain in our world... one killed me the other night though :[
Hmmm... to balance out the 'free resources' aspect of the alternate world, we could make it more interesting by setting the mining world to Hard difficulty (as opposed to Normal on the main world) and keeping Creeper block destruction on. Would people find that exciting or perhaps overkill?

How would we travel to the mining world?
Would there be a central portal somewhere? Or perhaps several protals conveniently spread around the world?
Or would everyone get the right to select one portal to be placed at his/her chosen location?

Started work on the Masonic lodge. Just E of the town hall. If anyone is bored feel free to continue to build it out. I am building it in a similar style as the other large buildings on the other side of the town hall. Two stories.
Had to log off quickly so ignore my dirt piles. (or get rid of them if you work on it!)
EDIT: If you do help please hold off on adding the second story. I have a spiral staircase I want to build with a certain amount if steps and want to make sure the floor is at the right height.
Also - what's the best way to go about getting a couple of stacks of blue carpet?

A lot of blue sheep.
Given that lapis is non-renewable. Best option is to get two sheep and colour them blue and start a breeding program. You can easily double a herd every 2 game days. So in 40 mins those 2 sheep will be 8 in number.
I'll supply the blue carpet for you. I've got large numbers of all colors of sheep You just need two stacks of regular blue?
Thanks! I haven't done the math yet, but I think 2 should be enough. It is for the carpet in the lodge room itself*. Regular blue is perfect. You can leave it in my room in the hotel whenever you get a chance. It will be a little bit before I need them.
*Regular Masonic Lodges are called Blue Lodges, and is where the first three degrees are earned. A lot of lodges don't have a blue floor, but mine actually does and it is a pretty nice touch (along with all the antique furniture in the lodge room itself).

I've tamed two horses and a donkey.
Very fast movement ... Plains can be quite dangerous due to chasms... Water is a pain in the ass ;)
