    Default Victoria 2 Question

    Sorry I could not find the older thread on the game.

    So I'm playing as Russia and I'm making bank. I have all my sliders maxed and have lowered taxes quite a bit and I'm still making a ton of money off tariffs.

    My question is: What should I be doing with this money to best help the country? I have a large army but I haven't put much into the navy. Is there anything particular I should be spending it on? Should I lower tariffs substantially? Should I save it for a possible large scale war? Will reforms get really expensive late in the game?

    Economy, economy, economy.

    This is the real cash-cow of the game. Other than 'obvious' expansions for Russia and making China in your satellite/sphere, build up your economy by investing in infrastructure and if your political party allows it, factories. (Usually best early game, so you can choose a state capitalist/command economy in order to construct factories to kick start it)

    I generally play as smaller nations and not really warred unless it was unification such as using Prussia to form Germany.
