From the sounds of that, essentially any neutral can side with the mafia, so long as the mafia kills the townies off first. It basically ends up being a matter of personal preference for the neutral or depends on what their victory condition is. But they won't stop the game from ending in and of themselves for either party.

It means neutrals win with whoever is left standing.

I've forgotten what happened in that game. I know it doesn't look good for town right now we only have taken down one scum from the looks of things since I would say Gunn was town. On top of that the one scum we did get came from a first night random attack.
