I still get the same issue when i moved all the files from the hard drive to the desktop and reinstalling EB1.1 again.
Perhaps i'll try a completely clean install of RTW, and redownload the files from another source, unless you have any other ideas?
A clean installation is a good thought, from which source did you download the installer? If possible, try torrent, this will give you a 100% clean file. Here is another source.

This is so strange, fresh install, redownloaded patches, and EB1.1, still the same error at the same place. I'm considering trying it on the university computers, or through virtual box
This is indeed strange, in other, similar cases, the location was the problem.
There are still some other things to try:
- disable UAC and any protection software during the installation
- install RTW to a safe place (e.g. c:\RTW)
- move the installer to an 'unprotected' directory (e.g. C:\..)
- download the installer with another browser
- use an extraction software to get the files manually (if you do, post here again for further guide on how to if you didn't use that kind oft software before)

I found out what the problem was, i had to change windows settings, it was using PRC language to view non unicode programs, once i changed this to English, it was all good, thanks for your help!
