Sort of like a "crown law has not changed in x years"? Hm, didnt think of that, I wonder if I can.

What i was attempting to do was lock the levels based on what year it currently is, but other modifiers will overrule that if you already have a crown law above low. I haven't quite figured out how to make that work in the way that I'd like. Maybe you can't, or maybe someone who is better at modding than I could figure it out.
