    Default Recruitment Viewer, MIC and Government questions

    Using the Recruitment Viewer I am given two different complexes or MICs, numbered 7 and 21, and levels 1-5 that show me what units are recruitable. I have no idea what the number's 7 and 21 represent. Is 7 the factional MIC and 21 the regional MIC? Also is complex 21 or the regional MIC only allowed in certain governments like type 3 or 4, and complex 7 or the factional MIC only allowed in governments 1 or 2? Are complex 21, or regional MICs recruitment rosters unavailable to type 1 and 2 governments?

    I am wondering because I am playing a Getai campaign and am looking for good expansion options worthy of assimilating for other culture's unique units. I am planning to go north to the Baltic and taking the Amber Route and am wondering if I must build type 4 governments all the way up, because Client Rulers are expensive and sometimes undesirable characters and sometimes I have a glut of good family members that I want to give a province to, without being interlopers.

    I think you have the numbers right, but to make certain just select a type 7, level 5 MIC with no (or 'all') unit types selected for your faction. Then look at the 'Select Unit' drop down menu and if you see the elite units that are specific to your faction listed, then the MIC type represents your native government.

    I believe you can build a regional MIC irrespective of the government type, however the type of units that'll be available to you will be more restricted under a factional government.

    I also think that if your empire expands quickly, you'll most likely have to rely on client rulers working under type IV govs. In my so far limited experience with them, I haven't been very lucky with their starting traits, but I can't see any other way to provide governance to important expansion cities without them cuz of the limited amount of FMs you're provided with when you're taking significant amount of territory with speed. If you have a more measured approach to conquest, then of course it's highly probable that you'll have more FMs to work with as the years progress. However I think that eventually you'll have to make considerations for them regardless, when your empire expands and becomes massive beyond your capability to govern within your own family.

    Of course you can always change government types at a later date as well.

    I don't think you'll actually need a Type IV in any of these regions. The units you want - Lugii/Boii/Germanic/Oskywie swordsmen, Leuce Epos, Baltic units, Bastarnae falxmen, Reidonez (not sure if you can have those), Vojinos, etc. - require tier 4 regional MIC at most. The Baltic units only require a tier 3 one (which doesn't matter since you can't build a Type II govt in these provinces anyway).

    Generally there are only a handfull regions that justify a level 5 regional MIC. The main advantage of level 4 governments remains the speed at which you get a stable region. judging from my RV(7-factional;21-regional) there is only ONE unit that requires a level 4 gov and thus a level 5 mic the Cordinau Orca, right to the west of your homelands^^

    Governments restict the construction of MICs and other buildings
    gov 1 = Factional MIC level 5 ; Regional MIC level 2 ; all other buildings
    gov 2 = F-MIC 4 ; R-MIC 3 ; most other buildings
    gov 3 = F-MIC 3 ; R-MIC 4 ; some other buildings
    gov 4 = F-MIC 2 ; R-MIC 5 ; few other buildings

    Some factions (I only know of 1, Carthage) have a slightly modified system but that's a basic guidline. The Steppe people have a "totally different" system.
