From how I understand it you don't need Steam, you can make the challenges in the Ladder on the forum. Score is then entered into it manually (with required confirmation from the other party).

A faction can be picked multiple times by different players. They just won't be able to play each other. So 4 players can select Rome, that is fine. They just have to play against everyone else. In June 2011 both me and LMT played as Baktria for example.

According to the ladder, Yavana has 18 victories but I see only 10 win-replays in the dropbox. So maybe it's primarily matches missing from yavana?

Capo has 10 victories according to ladder but only 8 replays. Gamegeek has only 2 replays but 5 victories. Stormrage has 10 victories but only 9 replays (victories always according to ladder)
