How does the mod fourm hosting work?

Don't hold me to this as I do not handle these issues, I believe the general premise is that you must already have a functional mod in place to be worthy of its own forum and has demonstrated some popular interest or wide support in the concept or merely from the sheer amount of effort put into it. Typically, minor mods simply and usually just have a thread dedicated to it, whilst more total conversion or major projects have their own little space.
