Disband some ships and the elephants, gather army to conquer all of the northern African coast, then the rest of sicily before you conquer the rest of Iberia. Go for Rome next

yes don't try to take on the the lussos and Rome at the same time as for tactics make really good use of your generals they will kick Iberian kats in the butt.
