I'm not sure the majority in, say, Tel Aviv would agree with you. Is Tel Aviv even the capital by the way? I just found out I have no idea what the capital city of Israel is!!

Personally, I think its up to the government of country what the capital is. A capital is the city where the seat of government sits, which is Jerusalem in this case. So I think its Jerusalem.
