He is right - if they want to promote "baby making" they aren't going to promote marriage - they will offer incentives to new parents via the children since it would cover Married, Unmarried, Single and Adoptive parents - if you need a population boom, restricting the incentive to one segment of society is counter productiveThey'll create an inducement to procreation - so heterosexual couples who stay together will get preferential treatment.
not a problem we are likely to see for a while - we are already overpopulated as is...
