I like the sound of most of that, especially the extra flexibility with AP weapon stats, and the less hectic morale system (which in the past, wavering meant definite rout in 2 seconds).
I'm not sure I like the sound of soldiers having Hit Point's though. It sounds a bit Age of Empires-ish for a TW game. Unless you are a Gaesatae/Tindonatae or an Elephant, you would expect to be killed or at least incapacitated if a lethal weapon gets through any armour.
