Every time I open it an error pops up saying:

How to fix this?

Did you properly substitued the .txt file in the directory?

Also you can try a full reinstallation of Rome and EB, perhaps your data got corrupted at some point of the process of EB installation or before it (if, for example, you have modified Rome's data prior to EB by installing any other mods or by your own tests).
