can't get roman barracks

Hi all.
Smtg very strange:
I reinstalled a fresh clean EB1.2 version. As roman conquered Taras and -of course - started a 1level government. But then, didn't get any national (red) barrack, only those for auxiliary ones ...
Same thing happened with Rhegivon !!!!
WTF!!!!
Sorry all for my anger, but what did happened ? What to do ? I already tried to reinstall .....

In the Cammillan era you'll only be allowed to build factional barracks in your five starting cities + Segesta. That expands to Italy in the Polibian Era, and the entire map in the Marian and Augustan Eras.

AFAIR, last times i played with other installations, i had the chance to get roman barracks. but i probably misremember,,,
