About par for the course. All office structures seem to have the same style cycle as neighborhoods. Utilitarian => Gentrification.

LOL, that's nothing. Where I live, the speed cameras alone bring in $85,000,000 USD per year, and the profits are still rising. A couple million for an office building to run the system is pocket change.
