I know, I'm being pithy. If we had clear geographical delineations this would have erupted into war decades ago.

Clear geographical delineations do exist. Intelligence decreases dramatically once one goes north of Watford, while south of Dover intelligence levels hold up, but the natives turn it to devious and reprehensible ends, like speaking in strange tongues.
